  Requiring a geographic distance is perfectly normal. This was my job at a library, ordering books through inter-library loan. Different libraries have different policies. Our main library was better funded and could access material from outside of the state. We were not as well funded and had to stick within certain geographic confines.   Now if you want to actually read those articles, well that can be painful. Basically you want to hook up to an institution with access. If you enroll in a University, youre golden. Many other places less so. First I would check your local Uni library's checkout and reading policies.
