    I'm going to give you one more suggestion. I have had a couple situations where it was better to just put Python in a self-contained, portable directory using WinPython. You can make a portable Python distribution with all the libraries and whatnot loaded with pip, and then just put a batch file in the parent directory that calls the portable python executable and your script.     For me, I work almost exclusively with using portable environments, For something like tensorflow ... I would most likely download https://winpython.github.io/ if you are on windows just to have an all in one package of python with notebook, spydar and all of that.     Unpopular opinion: Use WinPython, it's portable and isolated to the folder you install it. The normal version contains all the stuff you need like Jupyter notebook, numpy, matplotlib etc.., the dot version has nothing but a standard python. I'm using WinPython for 5 years in windows now had 0 problems. You can choose whether to make it portable or not in WinPython Control Panel. Source: over 2 years ago

    Have a look at WinPython for a Python distribution you can unzip anywhere. (On that page, the "dot" versions only contain a minimalist Python, you can then use PIP and virtual environments to install what you need, if you have network access.
