It's so much better to do "raster to vector conversion" (More accurate, so a box can be a box without fillets, have color etc.) Inkscape can do it for free the tool is called "trace bitmap", or illustrator's "image trace", or there's tools online like "vector magic". Source: 11 months ago

When searching for a template to base your own map off, the initial image scale is probably not as important as finding something with a suitable outline (e.g.). Just run whatever you got through a bitmap to vector image converter—most web-based tools would suffice (e.g.)—then, after you are done editing, simply save it back for web at any resolution that's necessary. You could trace the images with Illustrator, Inkscape or an online service like this to make them into vector drawings, which you can then import into Blender?
