  I used a site called befunky.com for that specific pic, I stumbled upon it after having fun on toonme.com which a friend had introduced me too. I wanted something better though since toonme only applies to your face, and tends to have issues if you wear ANY sort of headwear. So since befunky can apply effects to the full photo highly accurately, it's quite reliable and user friendly for anyone who doesn't have... Source: about 3 years ago
