First of all you mean your phone has an IMEI lock on it? In case you didn't know an IMEI lock means that the network will refuse to activate a phone. Unfortunately no there is nothing you can do assuming you paid in cash (If you used offerup shipping or paid by card then you can file a chargeback). You can file a police report but the chances of that going anywhere is so small. Next time either buy from Swappa where they check the phones to insure they are already paid off before they can be listed or meet the seller at their cell store and have a sales rep...
