First of all, that "bigger cut" comes with a lot of benefits: free updates, cloudsaves, marketplace, forum, social (like steam friends), marketplace, workshop, demos etc (you can find more here: https://partner.steamgames.com/ ), things like this cost money to maintain. I've published a game on Steam. In my case, it was one I developed myself, but AFAIK, there's no rule that games need to be uploaded by the developer.
