If that is not acceptable for you (if your employer uses e-verify, or you'd rather not stay in limbo like that), I think you will need to expedite your passport. It is possible to get it really fast once your application is acknowledged by DoS (= as soon as it shows up here: https://passportstatus.state.gov/ ). I can expand on that if needed. First go to https://passportstatus.state.gov/ If you follow the directions on that page you can get an appointment for a same day passport and they will tell you what documents you need and where to go. I had to drive 300 miles to get to the regional office but got mine same day. You must be within 10 days of travel I think. Source: over 3 years ago
I'm in the same boat. USPS tracking never showed it as delivered, just delayed. Fortunately I checked my passport status and they show it has been processing since early February. I never received any delivery notifications from the USPS or US State Department. Source: over 3 years ago

What does the online tracking status say for the application? Hopefully they've already verified the documents and the delay is at issuance, I'm not sure what would happen if they haven't. Source: over 3 years ago
I just checked the status on https://passportstatus.state.gov and it says my passport book was mailed 3 days ago and that I should receive my passport book soon. For reference, I put it in the mail to Frankfurt on September 26th. Source: almost 4 years ago
Yikes, we renewed ours "regular" and I got them 7 weeks after sending them out. So, to answer your question you'll need the passport, if you had a mexico ID you could fly from tj to cun without, but since your a u.s. Citizen you'll need a passport. Iโve had to do this. First, check the status of your application online (https://passportstatus.state.gov/). Once your application shows as In Process, you need to call customer service (1-877-487-2778). Donโt bother emailing, they canโt do it that way. Call right when they open at 8 am eastern time, and expect to be on hold for about 1.5 hours. Once you get through, you will be able to pay to upgrade to expedited... Source: about 5 years ago
I did for routine service and sent it in 4/21/2021. USPS tracking shows it was delivered on 4/23/2021. The passport renewal website shows it was received by them on 05/26/2021(no idea where it was for a whole freaking month). I am currently waiting. They claim it can take up to 12 weeks for processing (which is august 18), and then possible up to 6 weeks for mailing. What a freaking sh*t show. Source: about 5 years ago

I'm expecting long processing times, but I'd feel better if I could at least see the status on https://passportstatus.state.gov/ so that I'd know my application made it to the Department of State. Source: about 5 years ago
Then wait about 1.5 weeks and check the passport status website (https://passportstatus.state.gov/). If it does not show as issued by then, call NPIC again and ask for it to be issued. If they cannot, telephone the local office of your member of the US House of Representatives and ask for the constituent caseworker who deals with passport issues to push State Department to ship it right away, as you need proof of...
