First go to https://passportstatus.state.gov/ If you follow the directions on that page you can get an appointment for a same day passport and they will tell you what documents you need and where to go. I had to drive 300 miles to get to the regional office but got mine same day. You must be within 10 days of travel I think. Source: over 1 year ago
I'm in the same boat. USPS tracking never showed it as delivered, just delayed. Fortunately I checked my passport status and they show it has been processing since early February. I never received any delivery notifications from the USPS or US State Department. Source: over 1 year ago

Yikes, we renewed ours "regular" and I got them 7 weeks after sending them out. So, to answer your question you'll need the passport, if you had a mexico ID you could fly from tj to cun without, but since your a u.s. Citizen you'll need a passport. I’ve had to do this. First, check the status of your application online (https://passportstatus.state.gov/). Once your application shows as In Process, you need to call customer service (1-877-487-2778). Don’t bother emailing, they can’t do it that way. I did for routine service and sent it in 4/21/2021. USPS tracking shows it was delivered on 4/23/2021. The passport renewal website shows it was received by them on 05/26/2021(no idea where it was for a whole freaking month). I am currently waiting. They claim it can take up to 12 weeks for processing (which is august 18), and then possible up to 6 weeks for mailing. What a freaking sh*t show. Source: about 3 years ago
