I avoid using Shutterstock because I don't trust their definition of the term commercial use. I also read their license agreement and I don't trust it, either. There are other options though, and one I use regularly is pxhere.com. Their images have various licensing, but I stick with the CC0 or Creative Commons 0 license, which is more or less public domain. Source: about 1 year ago
