Found this, removed all vestiges of Adobe, and haven't looked back. I've used Preview a lot, but it just isn't reliable (for me).   Currently I'm using PDF Expert - it's a great app and you can choose to pay for extra features if you want (beware: it's expensive), but I use the free features which makes for a great reading app. There are many more viewing options than Preview: scroll with two pages at once, change to Sepia and Night mode etc. I believe highlighting and annotating are part of the free feature set. - Source: Reddit / about 2 years ago
