I think it remembers window titles (e.g. Finder window where a folder with name "photos" is opened). But it won't open browser tabs for you, or do anything with the tabs. Best thing to do is to check it out. They have a trial version: https://manytricks.com/moom/. - Source: Reddit / 3 months ago

I had the same dual monitor problem with Monterey, both with my Studio and with my MBP. It drove me crazy until I searched for and found a workaround, via the app Moom. It allows me to save window layouts and call them up instantly via a hot key.
