This can be a utility bill, but you can't pay a utility bill unless you have a bank account! My suggestion would be to set up a Monzo account.   Monzo, seems to have good exchange rates to multiple currencies, but only supports 1 card per account (I asked support). Also, account management sucks as it's app only. The challenger banks are doing well for good reason - better features, better customer support, no annoying branches or hours on hold.
