You can download it from here and run dotnet as the compiler, probably inside the source directory.     Secondly and probably more important is what is actually installed. .Net 3.1 Core showed a SDK folder, but that wasn't enough. I had to download .NET from https://dotnet.microsoft.com/en-us/download to get the sdk, sdk-manifests, etc. Source: over 1 year ago
