The basic answer is: that’s not how MacOS works. The Dock plays that roll. The Dock is the equivalent of the Windows taskbar. The Mac menu bar is the equivalent of each Windows window menu bar. In MacOS the left side of the top menu bar changes each time you select a window instead of having an individual menu bar stuck to each window.
