  If you run into encoding issues, the easiest way to solve them is to install Libre Office (free) and open your csv file with the Calc program. When you open a csv file, you are able to decide about the encoding and field separator... And to save the file with a different encoding and field separator.   I am going to say wishing I knew about iCloud in 2007 where I was able to take submissions from those who worked with Mac in the era but in that time frame I will be honest.
