Deck is very minimal and not really suited for anything beyond simple, personal stuff, in my opinion. As far as self-hosted, my favorite is still Kanboard, which has a lot of plugins and themes to choose from. Leantime is good too and a bit different. I also like Vikunja and Wekan. For me it sounds like really generic requierements that *any* Ticket/Board based application could do ... I would recommend to specify a little bit more the requierements ... I could imagine that such a "process" of "request regarding grade recoginition" has some more/other status than new/working/answered? An maybee so specific fields to fill in etc?
