You'd also have to define what "high-quality video conferencing software" means. Instead of reading random internet strangers' guesses, perhaps take a look at jitsi. Jitsi is a suite of open-source video conferencing tools. You could self host a Jitsi instance. Use a single Web URL and if you have a VPN between offices it doesn't even need to be internet facing.
