  I use VirtualDub to cut parts out of videos. It can split them anywhere, but if not on a keyframe then you'll need to re-encode it. For re-encoding, I find it best to NOT use any compression (which results in a mega-huge output file), but then I run that massive uncompressed output file through Handbrake to compress it as an MP4, resulting in a smaller output file than the input.   That is quite likely. A lot of phones shoot VFR (iPhones do by default, for example). In order to convert them to a constant frame rate does mean re-encoding, which will lose some quality, but it's fairly negligible. Handbrake is a common utility used for that.
