There are many. Google Lens can classify images. It can even identify species of plants and animals. If by "toolset" you mean you want an API to write your own applications, you can use the Google Vision API. Source: 10 months ago

I think you’re underestimating how good OCR tech is. Yeah, shitty penmanship will be harder for software to interpret just as it is for the human eye, but legible ink isn’t much of a problem. I just tried scanning my number off my discs and my iPhone digitized it without issue. This technology is essentially made for digitizing handwritten text. If you want to figure out what “emotions” your thumbnail portrays I suggest you use this tool. It’s called google Vision AI. Once you are on the site, scroll down to “try the api.” It will show you 4 tabs which all display important info about your thumbnail. I recommend you Focus on the “Labels” and “Safe Search” tabs.
