Gaiaonline.com - This is a very old browser community I once joined. You basically create your own avatar, and you browse around their website to collect coins, and various fashion items. Though it's not really a design your own sort of fashion, but they've got tons of items to dress up your avatar, and monthly fashion (costs you) for some extras. Source: about 2 years ago
