For video serving, I highly recommend Emby. It's very user friendly, supports multiple users/administrators, Google Cast and Apple AirPlay streaming natively, with UPnP-DLNA streaming available via a plug-in. It's free tier, which is all most people will need, supports secure remote access via the Internet. If you don't need any DSP (ex. Room Correction EQ) one of the most user friendly is Emby. Its freeware version will suffice for home usage as it allows for multiple users. If you'd like a free and easy to use server package, I'm going to suggest Emby with its DLNA plug-in. It's what I use for a setup similar to yours, but streaming to an integrated amplifier with passive speakers instead. This is the way. There are several other competing programs, like jellyfin, or emby and more, but imho PLEX is the best at the moment. And it is possible to make sure it works without the internet by setting the IP addresses (or range) which are allowed to access the server without logging on in PLEX settings (although this might also be true for most of the alternatives).
