  Zbrush is the gold standard and it's not cheap. It has recently switched to subscription only. Zbrush also offers a stripped down free version for beginners and dabblers called Zbrush Core Mini.   What I'm really wondering about this is, if it's really good for _all_ clothing, why is there basically nothing to find about this around the net outside of daz3d.com? Is noone using it?
