Not 100% on your driving question, but in terms of banking, getting an account with a regular bank means you need proof of identity and also proof of address. This can be a utility bill, but you can't pay a utility bill unless you have a bank account! My suggestion would be to set up a Monzo account. Monzo, seems to have good exchange rates to multiple currencies, but only supports 1 card per account (I asked support). Also, account management sucks as it's app only.
