If you need a specific size, which is why I guess one of the few reasons you’d want a constant bitrate, use vidcoder, which is just a reskinned handbrake with a target size option. For compression, I’d encode with H.265 or AV1 depending on what hardware you need it for, assuming you do need it light. I would still pass through audio, unless you’re really in a pinch. For that, I've tried using SoundConverter. While it does work, more or less, it is quite bugged - sometimes it just puts files in random places, it can't handle album icons, and when there are issues with tags (No tags, tags with spelling issues, tags with encoding issues, you name it) it does weird things.
