Go to the router panel settings, you should be able to redirect some hostnames (like tiktok.com or whatever) to a custom ip or domain name like 127.0.0.1, so no devices could reach their servers as they will redirected to somewhere else. Source: 11 months ago
Here is what you can try though: In JD, go to Settings - Plugins - tiktok.com - Download Mode - Change this to the opposite of what it currently is. If you are lucky, those items are downloadable now (only applies for items added after changing this). If that doesn't help, I recommend changing that setting back to default. Source: 11 months ago

I can't help you with costs but I read that MP4s are much smaller than GIFs so you could consider converting any format to MP4 before it's hosted. There's a Linux version of FFMPEG that could be hosted online that could do the conversion.
