What you're asking is no simple task and fiverr is not a place where you typically find long term plugin devs. You can ask on spigotmc.org, join some big developer discord and look if they got a recruiting channel, ask right here on this sub, etc. Honestly how you thought fiverr would be the best place is beyond me. GriefPrevention is definitely one of the most popular claiming plugins. It has 8000 servers using it as I type this. I do want to say that it seems like the plugin relies off dev builds, hence why the link I provided isn't a spigotmc.org one. 2nd, your solution would be to use an hybrid server software like mohist or arclight but I do not recommend those, as they're unstable & some plugins could simply not work (this mixes the forge & bukkit API). I don't know if aternos has this option, but if you make a forge server, you can add a mod called forgesponge, which will allow your server to add plugins as if they were mods, although plugin compatibility... In the case where things are on the ground, a clear lag plugin or mod will help. You're on forge, I recommend converting to a Mohist server (I haven't tried to see if Mohist could be used for a client pack tho) if you can, even if you're not going to use plugins, but you can, such as clear lag. https://mohistmc.com/ it's actually better that https://spongepowered.org.
