What you're asking is no simple task and fiverr is not a place where you typically find long term plugin devs. You can ask on spigotmc.org, join some big developer discord and look if they got a recruiting channel, ask right here on this sub, etc. Honestly how you thought fiverr would be the best place is beyond me. GriefPrevention is definitely one of the most popular claiming plugins. It has 8000 servers using it as I type this. I do want to say that it seems like the plugin relies off dev builds, hence why the link I provided isn't a spigotmc.org one.
