    Do you have a budget? If so, there's this tool I've worked with called Sonix that generates transcripts of what you feed into it. It's not super accurate, but it's good enough.     There is one, but you can just go to temi.com and upload a file that's up to 45 minutes long. They will email you the link. It takes about 5 minutes per hour to translate. You can edit it once it's up. It forced me to give it a password to edit it once it was online. Source: over 2 years ago
