There are a ton of institutions like museums and colleges that are scanning and uploading chunks of their collections and you can find a ton of incredible stuff that's available to download. Zbrush is the gold standard and it's not cheap. It has recently switched to subscription only. Zbrush also offers a stripped down free version for beginners and dabblers called Zbrush Core Mini.
