If you want to remove it you need to use a good registry program like Registry Finder (the one I like) or RegCool or Total Registry then you find telegram and delete anything about it. Source: over 1 year ago
After many days of searching for a fix and many DISM, sfc, registry, policies, file/folder permission useless fixing I found the right one. Start regedit.exe or the great and free Registry Finder app, export the DefaultAccount folder just in case and delete the whole DefaultAccount key folder! Source: over 1 year ago
