  The browser used to open links is determined by the application. The application can have its own logic for opening a browser, or it can use the protocol handler for the http(s) protocol provided by the Windows API. In theory you can bind your own browser-selection program to the protocol handler. It looks like for instance Browser Chooser 2 does this.
