Pixelstick does exactly this. I used it for years as a designer, but had to leave it after one of the MacOS updates caused issues when using retina and non-retina screens together. I assume it's overcome these issues by now, though, and there is a demo download on the developer's Web site if you want to give it a whirl before shelling out the big bucks ($6.99 and well worth it) for it.
