There is a paid app called Our Pact that we used when my kids were younger. We don't use that anymore but did until they hit about 15 or so. It's really good; works on both android and ios. My kids have an Android phone (our old Samsungs) with limited data and unlimited calling/text. Source: almost 2 years ago

For parents that are interested, there are initiatives like Google's Be Internet Awesome as well as more homegrown initiatives like Kids Play Safer. Fighting fire with fire, I know - but I think this approach is a lot more effective as compared to traditional education. Source: over 1 year ago
