I agree with this sentiment. If indeed your use cases are exceeding what Cloud Functions were made for, then yeah, take a look at App Engine (source-based like Cloud Functions) or Cloud Run (container-based, easier to test locally). Instead of NGINX directly, you'll be using App Engine's servers which are quick as well as provide automated autoscaling.
