The only thing I can think of off the top of my head is https://github.com/benjaminoakes/maid. But the rules are created in Ruby which is not really easy for some users. And as far as I know there is no graphical user interface. Source: about 2 years ago
On Mac there is (was?) Hazel, the closest thing on Linux is tfeldmann/organize: The file management automation tool., it uses Python. An alternative would be benjaminoakes/maid: Be lazy.
