If uptime monitoring is what you are after take a look at https://nodeping.com/ I use it for various internet lines. Setup and forget. You het notified even with sms if the line is down for 5 minutes or more. Might even be cheaper than the energy costs of running own hardware... Source: over 2 years ago

Downdetector's front page[0] seems to indicate issues with other carriers as well - Verizon and TMobile.
