Back in the late 90's you had tools like Netobjects that Novell, and later IBM, bought. PowerBuilder pitched itself as a RAD tool. Then you had the hybrids like Delphi that used drag and drop but generated code you code change directly. Source: almost 3 years ago
There have been and still are lots of apps that do this very thing from various angles. Unfortunately, my favourite apps are no longer supported. They were: Dreamweaver; and PHPed. I would suggest checking out BlueGriffon for example. Source: 11 months ago
