Do you have all the text done that would go on the site? You can create it yourself with simple drag and drop tools and have it up within hours on a self hosted service. A tool I’d recommend is Mobirise (https://mobirise.com/). Source: 12 months ago
I found something called Mobirise which seems to tick all my boxes. It definitely runs offline (it's a Windows executable and I disabled wi-fi to confirm) and exports my site locally as HTML as well as publishing direct to my domain, so that's good. It looks okay so far and hasn't been too hard for me to deal with. I'll stick with this for now, I think. Source: about 1 year ago
