I found something called Mobirise which seems to tick all my boxes. It definitely runs offline (it's a Windows executable and I disabled wi-fi to confirm) and exports my site locally as HTML as well as publishing direct to my domain, so that's good. It looks okay so far and hasn't been too hard for me to deal with. I'll stick with this for now, I think. Source: about 1 year ago

Aside from the helpful posts already made which should really apply in your situation, I did want to point out that if you are using a CNAME to push traffic to another domain you may have issues with SSL unless you have setup this with site123.com. They say the offer these for free so you will want to setup that as soon as you resolve your DNS issue since a FAQ here is how to fix that with DNS and it has nothing... Source: 9 months ago
