I tried https://mobirise.com and the results look great (things like video backgrounds with overlays etc), but you have to pay through the nose to actually use most of it and I only want to play around. Source: 9 months ago
Do you have all the text done that would go on the site? You can create it yourself with simple drag and drop tools and have it up within hours on a self hosted service. A tool I’d recommend is Mobirise (https://mobirise.com/). Source: 11 months ago
I found something called Mobirise which seems to tick all my boxes. It definitely runs offline (it's a Windows executable and I disabled wi-fi to confirm) and exports my site locally as HTML as well as publishing direct to my domain, so that's good. It looks okay so far and hasn't been too hard for me to deal with. I'll stick with this for now, I think. Source: about 1 year ago
Maybe Mobirise? (https://mobirise.com). It says free but there are features that are pay only. Source: over 1 year ago

Designed by https://designmodo.com/ the same company that claims be "Trusted by the biggest players in the game." adobe, nike, Ikea T-Mobile, microsoft, NASA, google.. I am kind of skeptical about their client list, why would any of these companies use their services that are designed for small business owners? - Source: Hacker News / 6 months ago
For a quick check https://onlineornot.com/website-down-checker?url=https://designmodo.com but you probably want a tool that emails you when the website is down. Look for "Website monitoring", there's dozens of services and most have a free tier. https://uptimerobot.com/ https://www.statuscake.com/. - Source: Hacker News / 7 months ago
