I have done it quite successfully. I took an orphan page on a site that was very relevant for a single specific intent (airline credit card), optimized it, sought feedback from users on what would make them want to apply for the card (usertesting.com) and even a few different A/B tests for UX treatments. Personally as a manager-level person, I would never expect an entry level product designer to run a research initiative. My team works with people who are employed as researchers.
