The only thing I can think of off the top of my head is https://github.com/benjaminoakes/maid. But the rules are created in Ruby which is not really easy for some users. And as far as I know there is no graphical user interface. Source: about 2 years ago

On Mac there is (was?) Hazel, the closest thing on Linux is tfeldmann/organize: The file management automation tool., it uses Python. An alternative would be benjaminoakes/maid: Be lazy. I found a cool software called organizer in the package manager but it's too simple but definately useful for the future. Digikam does help with seeing photos in the software by year but it doesn't organize the files (or I'm an idiot and couldn't do it, lol) I found a paid software called easy file organizer but I'm not sure if it's capable of what I want to do, the free version has limited functions and I don't...
