Yes. And harder to mine. The reward for miners becomes 6 coins instead of the twelve you receive when proofing (finding) a block. The value does happen right away.. I have read the Vechain Wiki thread and looked at their team on this site https://vechain.com/about. There does not seem to be that much information regarding Vechain's chief blockchain architect Bin Qian besides in these two sources.
