Can't remember whether it has page flips (it's always effin page flips isn't it) but perhaps https://issuu.com/? But to be honest for a programme it should be part of a website/landing page so it is responsive. Page flips are so skeumorphic and old, it's amazing how clients still want that stuff: just give users what they need - a well laid out programme that they can view on dekstop, tablet and mobile easily and... Balsamiq has been pretty good for me so far. It's super bare-bones so it's better for copy mockups than actual UX design. It's also a lot easier than Figma. Note that you don't have to use the default comic sans, but I do because it's funny. Source: about 1 year ago
