With http://ifttt.com/ you can do that but I have no experience with iOS. Basically you set an rss feed to a specific folder and when there's new content on that folder, IFTTT will push a notification to your device. I used to do this using Inoreader and Pushbullet (both on Android). While it worked, there could be a considerable delay since the RSS newsreader has some time intervals between requests. The most popular such app that I'm aware of is is Tasker, which is a paid app but it has a 7-day free trial. It's very powerful (it can do a lot more than what you're asking for), but it takes some getting used to. It's rather like a programming system for your phone.
