Hiya.com - it comes default with most Samsung phones. Otherwise, you have to download it. It compares the incoming call and SMS telephone numbers against a database of known scammers, spammers and fraudsters. It turns out it's via a service called Hiya. Haven't looked fully into how you go about adding your name and phone number to that, but obviously it would only work on compatible phones. Source: over 2 years ago
