Free Alarm Clock can do precisely that. I have been using it for a number of years. There is an install and a portable version on the site. The only thing that it cannot do is to switch the audio source for example if the audio output is set to front headphones, it cannot select rear audio output. One option would be to have the OS run the task at the given time of day. You would need to break the task out into its own binary or run it based on arguments to the program.
