Free Alarm Clock can do precisely that. I have been using it for a number of years. There is an install and a portable version on the site. The only thing that it cannot do is to switch the audio source for example if the audio output is set to front headphones, it cannot select rear audio output. I ran into this same problem like 6-7 years ago, it was in a mixed Linux/Windows env and when time drift between the two would get out of sync things would break all over the place. I found that all my Linux boxes were staying in sync with NTP but my DCs were not even with time sync with host turned off. Maybe a mildly hacky solution but I installed NetTime from timesynctool.com on my DCs and used the NTP servers... Source: over 1 year ago

While we're talking about Windows utilities, Nettime is another great one to maintain your system time to the high accuracy required as a validator (+/-500ms). Set it to auto update every 15 minutes. Source: over 2 years ago
