FluxBB [1], the PHP based forum that powers the Archlinux wiki works fine without JS, and IMHO looks fine too. If you are looking for something minimal with threading support, fossil scm [2] includes a forum. You can checkout the forum for fossil itself which is powered by fossil. BTW, if you just want to hide menubar icons and don't use BTT, Vanilla is a pretty cool app that does this. I actually use it alongside BTT, so Vanilla hides some menubar icons permanently that I don't ever want to see and then I use BTT to only shows those that I want to see at some point.
