Groove, eh? That's probably the issue. Try installing foobar2000, then download and run the encoder pack, then set foobar 2000 as the default for .ogg and opus. Groove hasn't been updated in years, .ogg support was never native and was half-ass added after Microsoft moved to Spotify, and is pretty much abandonware at this point.
