It could be just some busy servers. I did it just now and fast.com gave 13Mbps while speedtest.net gave me 40Mbps. Anyways thats just depends on server load and caching. fast.com uses netflix servers right? Moved to north Phoenix recently and got an apartment where cox seems to be the only ISP. I'm on the 150mbps plan and when things are working well, speedtest.net shows nearly 180 down, 10 up, and 12-15ms ping; however, every hour since my service started, I lose service on all devices (hardwired or wireless) even though the devices are still connected to the modem. - Source: Reddit / about 13 hours ago
If you already tried hard wiring the 5e cable direct to the modem and you still get buffering, its just slow internet. You can use speedtest.net or a similar service to see what speed you are getting. - Source: Reddit / 1 day ago

Had gigabit downloads a while now myself, and I learned they are almost useless in 95% of situations. The reason why is you are almost always the faster link and even Steam usually wont give full GBit speeds for the large majority of the time. If speedtest.net and other internet speed tests show full speed, it isnt your side thats slow, it is the servers you are downloading from.
